Enact the following rule:

Point debt
Mutable Rule
Text This rule takes precedence over rule 305

If the operation of a rule penalises an entity by purporting to forcibly removing points, the number of points a player owns is permitted to become a negative "point debt".

Any points that player subsequently receives will immediately reduce their point debt and cannot be used for any other purpose until the point debt is recouped.

For the avoidance of doubt, no player may voluntarilty enter point debt by paying or giving away points.

I don't like this rule, and I'd rather have a situation where points didn't become negative.

However, I have a feeling that people will want to be able to penalise and I'm worried about how Rule 305 will interact with, for example, RFC 38, Looney's modification to the rule change process.

What are peoples thoughts?

I don't like having points lost merely cancelled if you run out of points. That makes point loss too small a deterrent. I would happily endorse the notion of punishing players in some other way for accumulating negative scores (while either allowing or canceling the negative points), but 305 as it stands makes the point system ineffective.

Or, why not create a banking system with provisions to lend or borrow points?

I personally like the proposal as it is. While it's not perfect, it's simple and doesn't complicate gameplay. If there's a better idea that's equally simple, that would be great- none comes to mind.
